In the 20th of January ( this month), Dr Saeb Erekat the head of the PLO Negotiations Department and the General secretary of the PLO Excutive Commiteee, released a new booklet of his series about the developments of the Peace process. He started this series in 2009 summarizing the results of the Palestinian Negotiations with the Israeli Prime Minister Ihud Olmert by then. The new booklet included also the recommendations of the “ Political Committee” led by Erekat himself to the Central Council of PLO that held its meeting in Ramallah in the 15th of January this year.
According to the reading of the booklet that was published in Arabic. Here is the Trump administration “ Ultimate deal plan” as presented by Dr Erekat:
Jerusalem: the Capital city of Palestine will be in the outskirts of Jerusalem, beyond the Green line.( In other words outside the 6 square kilometers that represented Jerusalem when it was occupied in 1967).
- Jerusalem will be the capital of Israel and the capital of the Jewish People.
· West Bank: 10% to be annexed to Israel. 90% - Palestine.( He Added also that this point still to be a point of disagreement between Trump and Netanyahu. The latter want to annex 15 percent.
· Within 2-3 months Trump will announce acceptance of the annexation.
- A joint security Palestinian Israeli arrangements with reegional cooperation, including the following components:
A) Dimilatarized Palestinian State( but with a strong Police Force).
B) Bilateral, Regional and international security cooperation with the participation of Jordan, Egypt, USA, and any other country who wish to join
C)†Israeli withdrawal from parts of Area C will be carried out in accordance with the Palestinian security performance and without any pre determined time frame
D) Overriding security responsibility in Israeli hands in the air, waterspace, and the electromagnetic.
E) The Israeli Security forces will maintain permanent presence along the Jordan river and on top of main mountain summits.
F) special passage between West Bank and Gaza under Israeli Control.
· Special areas in Ben Gurion Airport, Ashdod Port and Haifa port will be allocated for Palestinian use, with security considerations in Israeli responsibility.
· Just solution for the Palestinian refugees – within Palestine. No right of return to Israel.
· The international community will recognize Israel as the “National home of the Jewish People” and Palestine as the “National home of the Palestinian People”.
Erekat concludes that this is a plan of keeping the current situation and to sustain the autonomy to become a final solution.
in other place of his booklet, he also mentioned Gaza State by creating a seaport and airport to it.
In conclusion, the plan as presented by Dr Erekat is about a State in Gaza linked through Israel to an autonomy in West Bank that the Palestinians can call it as a state.
This plan represent another reason for rejecting the American unilateral mediation in the peace process. In this regard the visit of President Abbas to Brussels and his talk to the Ministers of Foreign Affairs of Europe in Monday the 22nd of this month, ended with a Palestinian European agreement to work together for a new framework for negotiations that United States still to be one of its members, but it will not be any more the sole mediator. In a partial modification to the PLO Central Council resolutions to freeze Oslo agreements, Abbas confirmed that the PLO was commited to the agreements with Israel, while the latter was violating them.
In conjnction with these political top down processes, others are required before Palestine to be erased from the ground due to the ongoing prices to create an Israeli one state solution in the ground. These are such as EU counties and others recognitions of Palestine, create Association Agreements with it as those signed with Israel, and help create Palestinian facts in the ground to keep Palestine alive, and to prevent the ongoing elimination of it and its people.
